<p data-beyondwords-marker="ffe7e14b-8994-47bc-ac45-f489a3cdc8cf">Public input will be permitted Tuesday at the second of two City Council subcommittee hearings on the Adams administration’s “City of Yes” proposal, reported the <em>New York Business Journal</em>. The full City Council is expected to vote on the proposal, which would update New York City’s zoning regulations, by the end of the year.</p>
<p data-beyondwords-marker="f2a634b3-2145-4c2d-aa59-d879fa6edf9d">The full council is the last rung for the proposal to clear before heading to the mayor’s desk after receiving the City Planning Commission’s support in September, the <em>Business Journal</em> <strong><a href="https://www.bizjournals.com/newyork/news/2024/10/21/city-of-yes-nyc-council-vote-eric-adams-indictment.html" target="_blank" rel="noreferrer noopener">reported</a></strong>. During the hearings of the Subcommittee on Zoning and Franchises, which were scheduled for Monday and Tuesday of this week, the council could potentially attempt to change the legislation based on public feedback and input from council members.</p>
<p data-beyondwords-marker="553a5b48-78b8-4125-9720-eae491284012">Organizations such as the Regional Plan Association have endorsed the proposal. The RPA estimates the initiative would have an economic impact between $41 billion and $83 billion.</p>

<p data-beyondwords-marker="b896b9a2-ac1c-4158-8bbe-f3fabadf1b7b"><a href="https://capitalsq.com/" target="_blank" rel="noreferrer noopener">Capital Square</a> has been granted zoning approval by the Richmond City Council to develop an eight-story mixed-use apartment community and luxury hotel in the Scott’s Addition designated opportunity zone in Richmond, Virginia.</p>
<p>The development will be funded with proceeds from Capital Square’s CSRA Opportunity Zone Fund IX, LLC, a project-specific opportunity zone fund seeking to raise approximately $77 million in equity from accredited investors. Construction is slated to begin in the summer of 2025.</p>
<p>Located at 1600 Roseneath Road, the 2.18-acre property will feature approximately 220 traditional apartment units and 100 furnished luxury hotel rooms. The property is near a large concentration of businesses and restaurants, including a 47,000-square-foot Whole Foods and a GRTC Pulse transit station.</p>
<p>Capital Square also fully subscribed to four other opportunity zone funds to develop projects in Scott’s Addition. In total, the firm has delivered or is in the process of developing over 1,230 multifamily units and 40,000 square feet of retail space within the area.</p>

<p data-beyondwords-marker="e4ec0b22-c333-497a-afb1-4d7ff2e34c13">The logistics giant is seeking permission for extra density above what the existing zoning allows for data centers at 42121 and 45181 Global Plaza, <a href="https://www.bizjournals.com/washington/news/2024/05/23/sterling-prologis-data-centers-global-plaza-south.html" target="_blank" rel="noreferrer noopener">reported</a> the <em>Washington Business Journal</em>.</p>
<p data-beyondwords-marker="53d35362-31a1-42c3-9525-45bff330f3b1">San Francisco-based Prologis’ property comprises two adjacent industrial buildings comprising about 81,000 square feet. The development site spans approximately 10 acres, with by-right development of 261,000 square feet. Prologis is looking to increase this to nearly 436,000 square feet. </p>
<p data-beyondwords-marker="fb1b147d-94a3-4785-ac1d-e99e975a7b8f">Prologis also has a previously submitted request for a similar project nearby. In January, the company applied for a rezoning and similar special exception at a separate industrial warehouse property. If approved, that exception would allow for about 750,000 square feet of data centers, above the 450,000 allowed there by-right, in place of the roughly 265,000 square feet of distribution facilities currently available. </p>

<p data-beyondwords-marker="99504df5-ebc7-484c-ba5b-6013d517a549"><strong>Childress Klein</strong> is asking the city of Charlotte to rezone a 213,000 square foot office property at 2101 Rexford Road so it can redevelop the property into a mixed-use venture. If the developer gets its way, the property, Esplanade at SouthPark and an adjacent parcel, could include up to 675 multifamily units and 277,000 square feet of office space. </p>
<p data-beyondwords-marker="5041235b-398a-4ed6-a85a-695aad393734">The Charlotte Business Journal reported Childress Klein acquired the property in June 2023 for $31 million. Esplanade at SouthPark was built in 1982 and renovated in 2015. Current tenants include Noble Insurance Advisors, McMichael &amp; Gray and Terrascope Public Relations.</p>
<p data-beyondwords-marker="d1d80caa-ea2d-4d35-9054-1695c7f9bc62">The development site shown in the rezoning also includes Rexford Park II, a 77,000-square-foot office building at at 2115 Rexford Road.</p>
<p data-beyondwords-marker="8cd3d8eb-79fe-4829-bd65-d07b5663778e">The development is expected to include four total buildings, as well as outdoor amenity areas and green space. </p>
